O.G.E.C.: Organisme de Gestion de l'Enseignement Catholique (Catholic Education Management Body)
The purpose of the Organisme de Gestion de l'Enseignement Catholique (O.G.E.C.) is to provide the educational community with optimal material conditions for the long-term realization of the school's educational project. This role is conferred on it by the Statute of Catholic Education promulgated by the Bishops in 1992. The O.G.E.C. is the legal support for the teaching activity, and is therefore associated with the public education service through a contract of association with the State.
- The O.G.E.C. is responsible for the material and financial life of the school: accounting, catering, etc.
- Social management : The O.G.E.C. is the employer of non-teaching staff, and in some cases, of teaching staff for studies, but the latter are paid by the State, as is the Head of the school.
- Property management : The O.G.E.C. is responsible for the upkeep of school buildings, and even their construction if necessary.
The O.G.E.C., a full-fledged member of the educational community. Each school forms an educational community, under the responsibility of the school principal. Its mission is to develop and implement an educational project that explicitly refers to the Gospel. O.G.E.C. managers are an integral part of this educational community. As such, they are represented on the School Council, chaired by the Head of School.
The O.G.E.C. is an association under the French law of 1901. It has a Board of Directors made up of a dozen members, including at least three ex-officio members representing the guardianship:
- Diocesan or Congregational
- U.R.O.G.E.C.
- the A.P.E.L. (parents' association) of the school.
The presence of ex-officio members thus demonstrates the Catholic institutional link, management consistency and openness to the parents who entrust their children to the establishment.
The Board, appointed by the Council, ensures the smooth running of the association, within the framework of the decisions taken by the Council, the true decision-making body of the O.G.E.C. On a day-to-day basis, management is delegated to the Head of School. The latter is involved in the running of the O.G.E.C. and attends all meetings.
- Public resources : The O.G.E.C. receives financial support from local and national authorities. This funding varies according to the type of contract signed with the State, and is mainly for operating expenses.
- Family resources : The O.G.E.C. receives contributions from families, which in principle cover property and pastoral expenses.
- Other resources: The O.G.E.C. may also receive donations or benefit from the financial solidarity systems set up within Catholic Education, in particular to finance building projects.
National Federation and Regional Union
O.G.E.C. members belong to departmental or regional unions (U.R.O.G.E.C.). These Unions are grouped together within a federation (F.N.O.G.E.C.). The Unions and their federation are represented at all strategic decision-making levels of Enseignement Catholique (e.g. at the Diocesan Committee / C.O.D.I.E.C. and at the National Committee / C.N.E.C.). In addition to representing O.G.E.C. members, U.R.O.G.E.C. provides them with services (legal advice, management support, documentation).
O.G.E.C. members are volunteers at the service of Catholic Education
The commitment and skills of volunteers in the service of Catholic education are essential to the operation of O.G.E.C. Through the diversity of their origins, volunteers work alongside professionals in teaching, leadership and the organization of each establishment, playing a prudential role of advice and supervision. Through their presence, they help to integrate the establishment into social and economic life.
